The District is a quasi-municipal corporation organized and political subdivision of the State of Colorado formed in 1974 in Eagle County, Colorado.  It is organized and operated pursuant to provisions set forth in the Colorado Special District Act. The District was established to provide water and fire protection services.  The District has no employees and all operations and administrative functions are contracted.

Water Quality 

Source Water Protection Plan

The District has completed a plan to protect the source of our drinking water.  The source of drinking water for the District comes from three groundwater wells located near East Lake Creek. The source water protection area is the land area from which our drinking water supply originates. 

The Source Water Protection Plan is a tool that the District is using to ensure clean and high quality drinking water sources for current and future generations. The Plan includes a map of protection area, an inventory of potential sources of contaminants to the water supply, and tables of management practices that will help to decrease risks from these potential contaminants. 

We believe that if area residents, businesses and ranches understand that drinking water comes from rainfall seeping through the land surface to the aquifer and running off the land surface to the river, they will be more careful regarding the activities that they do on that land surface. Drinking water quality can be impacted directly by all of our activities.

Account Billing

Water billings are processed by American Conservation & Billing Solutions, Inc. (AmCoBi)

Call  Client Care with questions at 1-877-410-0167 x 2, Mon - Fri, 8am - 5pm  Mountain Time.  To receive your bill electronically or pay online, visit  www.AmCoBi.com and click on "Pay Online". Access your account by entering your account  number and 5-digit zip code of your service address. Make checks  payable to Lake Creek Metro District (LCMD).  

AmCoBi  also processes the HOA assessments.  The HOA account numbers are  different from the District's water billing account numbers. 

Notice of Water Rate Increase

In accordance with State Statue at a publicly noticed meeting on November 9, 2023 which was continued to December 14, 2023, the Board of Directors for the Lake Creek Metropolitan District considered increasing the District's water rates effective January 1, 2024. After Discussion and review of the 2024 Budget and future years' needs, the Board voted to increase the water usage rates. Irrigation Season rates were eliminated in 2023. The additional revenue will help offset increased operations costs. Tap and Plant Investment Fee will remain unchanged.

Effective January 2024, the Water Service Charges will be:

  • Tier 1 - up to 10,000 gallons per month per SFE will be billed at $7.40 per thousand gallons with a minimum charge of $74.00 per account.
  • Tier 2 - Up to 100,000 gallons over and above Tier 1 usage will be charged at a rate of $4.00 per thousand gallons.
  • Tier 3 - The next 100,000 gallons over and above the combined Tier 1 and Tier 2 usage will be charged at a rate of $9.00 per thousand gallons.
  • Tier 4 - All usage above the combined Tiers 1, 2 and 3 will be charged at a rate of $15.00 per thousand gallons.

    In the spirit of open government, the Colorado Open Records Act requires that most public records be available to the public.  Anyone can request information that is in the possession of a government office, including this Special District.   The resolution (below) details the request process and potential applicable fees.  Contact us with suggestions of additional records to make available on this website.
